Yes!  That was it.  I had my subscriber set to the default
(localhost:8081) and didn't bother with it because I wasn't bothering
with publishing out to it.  I changed the subscriber to the public
instance I do have and it immediately started working.

Maybe it's because of problems connecting to the subscriber? Magnolia
will not perform structural changes in magnoliaAuthor if the changes can
not be noted in magnoliaPublic (or at least that's the way I've
experienced it).
