Hey George,
What do you get in your webserver log.
If the button stays red, it means that the page was not activated.
Have you configured your public instance properly ?
If you're using the latest 3.0, you should have a message in the
inbox (admincentral) and then you should click on proceed and the
workflow engine will publish the page.
This is an approve/reject based workflow for the activation.
