I've written some notes on the wiki on how to 'basically' achieve
what you want:

But there is one unresolved task being that you would need some menu
entries to show for certain users/roles/groups and not for others.
This is a features needed for other things, and I'd be willing to
work on it, if the magnolia team think we have the time before the
3.0 final release.
