Hi Richard, you are right, it works for Magnolia 2.1., but in M3 not everything works as it should.
I filed an issue with patch in jira so that you can specify rules for templates then. In the meantime set this rule for the editor: R/O | Selected and sub nodes | /$ to see all templates in the dropdown list.
