About the workflow, you could create a command to send a rss flow when a
page is publishing, but I don't think is what you want, and it's not a
really rss feed.

have implement a rss feeder.
I don't know the details, but I'll risk myself in explaining how I would do it.
An RSS feed is an XML document, could it be a view on some JCR branch.
There are already views on such trees in Magnolia IIRC.
Feedreaders would fetch that view (document).
The command in the workflow (or whatever else involved in the
activation) would add a node (or a branch) to that "RSS feed branch",
thus views would change.
