Is it possible to have virtual hosts resolve to paths within a war?
No. You might be able to hack something together using httpd and
mod_rewrite in front of tomcat, but not in tomcat standalone.
Does each virtual host have to point to the war directory? Each virtual
host under tomcat has to have a webapps directory and the webapp
designated as the default has to have the name ROOT (note all caps --
that's important). You could have all of them point to the same webapps
directory, but then they would all be essentially the same.
