By default, yes. Otherwise magnolia will assume it's to generate the response from the repository data.
Having said that ... I'm looking at version 3.0.2-SNAPSHOT and see a setting in the Config tree at /server/filters/cms/bypass that appears to list all the urls that aren't handled by the cms function.
