There is some documentation to get you started at
http://documentation.magnolia.info. In particular you probably want to
look at the developer section regarding creating templates. I haven't
messed with the workflows or site designer so I'll pass on those questions.
Anything in docroot is a static resource and will be served up without
processing. In addition, there is also the DMS module for document
management.

designer or should i create something from scratch?
5. Can magnolia do static publish or is it only dynamic publishing?
