I had a similar problem and my solution was to stop tomcat, then clean the work folder and start again. Worked for me...

The value of URL (sub node of "default" node) is "http://127.0.0.1:9080/";. So, it means it publish under local host but not on the other server "172.23.12.15" which is deployment of Magnolia Public instance under Jboss. Any suggestions please let me know. Thanks.
