And you're sure that this setting is actually being used and not
overwritten some else? As I said, I added a control line for this
purpose right after

It really sounds like there would be someting wrong with the settings...
Or - looking in a different direction: How much data are you trying
to activate at once?

Where and how did you set it? Are you sure it is set correctly? ...
happened to me before. I added a line to catalina.sh to check the
value of JAVA_OPTS when Tomcat starts up.
