I figured out what's going on: Magnolia doesn't allow a tmp directory to be specified that is outside of the web application. I was assuming that some servlet intercepted the request for anything in the /tmp folder and remapped it to the actual directory on the file system.
I guess it isn't a big deal with the tmp dir but is the cache dir required to be under the web app? The concern is our production servers have tighter space constraints so if Magnolia starts to cache out a bunch of large files we could burn up the disk space on that partition.
