Interesting. I've seen it on some other app servers before, but never with tomcat bundle. - Any chance while activating content, you accidentally activated also configuration nodes effectively turning public into another author? - Could you try if it works on fresh copy of the bundle ... without any modifications that you normally do to your configuration?
BTW could you setup some other name then 'subscriber' for your account?
