indeed the entire cache is flushed on page activation by default.
As for the call you cant't track down, here's the hierarchy:
DefaultCacheManager.handleChangeEvents()
BaseCacheManager.flushAll()
DefaultCacheManager.doFlushAll()
CacheImpl.flush();
