You mean activating pages including sub pages? Could you estimate how
many? I just tried to activate page with 30+ children without any
problems.

Unless you have been activating some configuration and users as well, it
is most likely not related to activation issues you have reported above.

Could you create a jira issue and attach the whole error stacktrace to
it?
Also could you please specify if this was CE or EE version?
