if i remember correctly in 3.0 the page was published immediatly -
but not
shown. In Public-Backend u could see it, but e.g. in the navigation
of your
page it was invisible... cause the startDate was not reached. (the
page was
treated as if it was not there)

Hmm, that seems unlikely, I don't remember the wf/activation process
changing much since 3.0. This might have been the case in 2.x, or in
one of the RCs of 3.0, can't say for sure.
Are there still those inconsistencies with the WF?
I once heard that the following can happen:
1. i activate a page timebased, so that it is online in one week
2. after 2 days i change content on that page and activate it (without
startDate)
3. after one week the old content overwrites the newer one
Yes, but it's explainable, since the activation command activates a
specific version of a page. So there's an activation waiting for one
week that says "Please activate version 2", and in the meantime you
activated "version 3", which thus gets overwritten by v2 when the week
has passed.
