I did this in my system, but had to modify the mail tag to attach the
attachments submitted via form upload control -- which I made as a
paragraph to be included in a form container paragraph. In short, I
doubt there is currently any "easy" way to do this. Plus you have to be
careful with regard to what people can attach as a file to an email.
Hackers could have an anonymous field day with it if you're not careful.

Add a title, text, anchor and upload an image
Is there any possibility or easy way to add another form field like :
Form: File Attachment
Add a "Browse" button to attach file
