I've had consistent success installing expanded war files only.
- Stop tomcat
- Upload and unzip the war file to magnoliaPublic and magnoliaAuthor
- Delete the war file
- If you are deploying to a database server and there was a previous attempt to start tomcat, clear out the database
- Only after that, start tomcat.

Everything should work beautifully.

1. Uploaded bundled war file to server.
2. Stop Tomcat.
3. Rename it magnoliaAuthor.war and magnoliaPublic.war and copy to webapps directory of Tomcat.

6. Stop Tomcat.
7. Delete the war files.
8. Restart Tomcat.

If I access my server address in the browser Tomcat welcome page appears.
If I access http://..../magnoliaPublic or magnoliaAuthor nothing happens.

Tomcat configuration file server.xml has only one host "localhost" pointing to "webapps".

Log file reports error regarding:
"Exception sending context initialized event to listener instance of class info.magnolia.cms.servlets.MgnlServletContextListener"
and that is why Magnolia shutdown.
