it always hangs executing /sbin/halt

it's consuming all available host CPU time, it's certainly cycling as
fast as possible

well, I must admit I don't know what's difference between two at all, I
was just guessing. Is there some documentation about it? I wasn't able
to find nothing which would explain it...
