With the setuid uml_net (i.e. must have uml_utilities installed) or by hand 
(and /dev/net/tun must probably be writable for UML, which likely you've 
missed)?

Also, I assume you've passed the needed options on UML command line (like 
eth0=tuntap<.........>)

Drop away Devanon, it's not unstable - not that this relates here at all.
