as discussed with Blaisorblade, 2.6 uml kernels don't work with network,
provided by uml-utilities, because they both (uml-utilities and uml kernel)
suppose to find uml_net in

/usr/bin

instead of

/usr/lib/uml

Debian is rigourous in applying the FHS policy: the temporary solution is
to:

ln -s /usr/lib/uml/uml_net /usr/bin/uml_net

Try it and tell me if it is your solution.
