I converted an LFS filesystem into a FC filesystem by 
        loop-mounting it
        installing yum into it using --installroot=/path/to/uml/filesystem
        installing fedora-release to get some repos
        booting it and upgrading it

I think this would work by starting from an empty filesystem, except
the whole thing would have to be done on the host, rather than booting
it to do the upgrade like I did.

Something similar should work for RHEL.
