I disabled tls on the host and that solved the problem.  Thanks for the
quick response!  I'm trying to get OpenVPN running in a UML environment with
tunnels between several UML guests, so I'm sure I'll have some more
questions.

I am seeing the same thing here on amd64 host - I have reported it with as
much detail as I can provide a few days ago. I am actually pleased to see it
reproduced on a completely different setup (FC5) as it implies that there is
nothing fundamentally wrong with mine! Sorry ;)

Can you tell us the exact version on the host? (skas, cpu, glibc, gcc, etc)
I believe it is a tls issue - but that's just my guess...
