For what Jeff meant, the question is: do you 
have /usr/include/linux/threads.h? Probably the answer is no, and I remember 
the fix to this (IIRC the removal of the offending line) being merged in one 
of the stable trees.

The patch can be found in the uml-devel mailing list and is titled:
[uml-devel] uml: make Uml compile on FC6 kernel headers

The news is just that it seems that on Ubuntu 6.10 it's needed too.
