I installed Etch using debootstrap under Gentoo amd64 a few days ago. I emerged deboostrap 0.3.3.2 and then ran "debootstrap --arch i386 etch uml_root" (or "--arch amd64" if I wanted an amd64 userspace, both work) and it worked just fine. It was incredibly easy. What problems did you run into?
