I would be tempted to use pppd commands (in the UML guests) with pty
arguments that consisted of ssh commands into the host machine. The pppd
commands would be used to setup the virtual network whose links had various
arbitrary packet loss rates and time delays. I would use tun/tap devices
between the host and guests to control things and allow the pppd/pty embedded
ssh commands to work.

Then you'd have to write a process that ran on the host and implemented the
arbitrary delays and packet loss rates (which the ssh commands would be
connecting to).
