In the past I have restarted HDFS while accumulo was running and it was ok. I do not know what version I did that with, so I am not sure if this will work w/ 1.4 Should probably be part of our testing before release. There is ACCUMULO-636, but that is not specifically about stoping and restarting all of HDFS while accumulo is running.
