I believe some sort of solution may be workable with JMake
http://sourceforge.net/projects/javamake/
It compares .class to .java files to produce an appropiate javac command
line. I haven't used jmake in a number of years, documentation on the
website is scant, and I haven't used it with Ant, but it should give you a
way forward if you want to roll up your sleeves, but not take off your
shirt.
