The smallest I´d found in my buildfiles is
<javadoc destdir="${javadoc.dir}" classpathref="test.classpath"
access="${javadoc.access}">
<fileset dir="${java.dir}"/>
</javadoc>
And that should be possible, too:
<javadoc destdir="${javadoc.dir}">
<fileset dir="${java.dir}"/>
</javadoc>
