Root drive in fileset dir

The following works (inside <zip>)
    <fileset dir="C:/Dokumente und Einstellungen" includes="any.txt"/>

but if the drive letter is alone no files are included:
    <fileset dir="C:/" includes="Dokumente und Einstellungen/any.txt"/>

Any idea?
