Setting up file dependencies

I would ant to process a certain file if a dependent file has  
changed.  Currently, only if the file in question itself has changed  
does it process it, which is expected behavior.  But what I'm looking  
for is something similat to makes dependencies:

somefile : other files
Is this possible?
