untested, try with =

   <replace file="${env.DOMAINDIR}/bin/setDomainEnv.${fileext}"
  token='JAVA_OPTIONS="${JAVA_OPTIONS}"'
  value='JAVA_OPTIONS="${JAVA_OPTIONS}"
-Dweblogic.ProductionModeEnabled=${WEBLOGIC_PRODUCTION_MODE}'/>

if that doesn't work, i would go with regexp
