Because your source files depends on these libraries you should have
defined them somewhere before:
  <path id="cp"><fileset .../></path>
  <javac .... classpathref="cp"/>
then reuse that
  <javadoc ... classpathref="cp"/>

You need to fix your classpath to include the other project's
classes...
