I'm using an AWS AMI for RHEL and according to 
https://aws.amazon.com/partners/redhat/faqs/ subscription manager should work.
However I am getting an error.

sudo -H subscription-manager repos --enable "rhel-*-optional-rpms"
This system has no repositories available through subscriptions.

yum repolist shows the epel/x86_64 extra packages.

I opened a case with AWS to see if they would know why it doesn't work.

You need to install epel-release. It's available by default on CentOS. But it's 
not available by default on RHEL. You need to install epel-release manually on
