I did change the python version to 3.8 in https://github.com/apache/arrow/blob/ad4504e8e85eb8e5babe0f01ca8cf9947499fc40/ci/docker/python-wheel-manylinux-201x.dockerfile#L94-L97 but the wheel was still built with python 3.6.
