Yes this workflow is possible and a valid way to build a Flight SQL server. The 
Arrow codebase already has a Flight SQL server built on top of a JDBC driver 
for Derby that can be used as a starting point for a prototype. See 
FlightSqlExample.java under the testing code for this.

You can the build your Flight SQL client in the language of your choice. It 
might be easiest to start testing your server with the Flight SQL JDBC driver, 
then build a more specific client directly with the protocol library.

Subject: Arrow Flight SQL Server Deployment

Hi All,

I am trying to experiment with arrow flight sql, but I am finding very limited 
documentation and not sure where to start.

I currently have mariadb running on my linux machine. I would like to run a 
flight sql server that uses a jdbc driver to connect to mariadb. Using a flight 
sql client I would like to execute queries. Is this data flow possible, and 
what would be the best way to approach this in Java?

Any help would be appreciated.
