I believe the first ticket you posted captures the behavior we currently target - thermos only signals processes that it directly launches and monitors. It is the responsibility of those process to signal any children they fork.
As for finalization, it appears we have a bug on master...but i'm not familiar enough to know whether it is related to signaling.
