Have you tried an AppEngine flex environment? I know that users have tried AppEngine standard with the Java SDK and have hit limitations of the standard environment which are not easy to resolve. The solution has always been to suggest users try the flex environment ( https://cloud.google.com/appengine/docs/flexible/).
