Firstly we need to make debian 10 supported and available on dockerhub: bigtop/puppet:trunk-debian-10. This started by adding the distro to bigtop/docker/bigtop-puppet/YOURDISTRO.
Then, we can push the new image via CI and add new distro on the trunk package matrix as you mentioned.
