IMHO, based on my recent expreince with Rockylinux8 , you should add the ubuntu version in multiple places and try restart agent and sever:
/usr/lib/ambari-agent/lib/ambari_commons/resources/os_family.json /usr/lib/ambari-server/lib/ambari_commons/resources/os_family.json Also in /etc/*release try to decrease os release.
