maybe typo or forget to update the doc... but anyway, you can use the help
command when you are in cqlsh.. for example:

cqlsh> HELP CREATE_KEYSPACE;

        CREATE KEYSPACE <ksname>
            WITH replication = {'class':'<strategy>' [,'<option>':<val>]};
