DSE can manage an existing cluster (even vanilla Cassandra). And you are not required to use OpsCenter for DSE, of course.
As for the graphs...I do think that OpsCenter is not necessarily the ideal graphing tool for Cassandra. If you want nice and detailed (and independent) dashboards, you can feed Cassandra metrics to anything - Graphite etc. I use both - OpsCenter and Graphite.
