related to https://issues.apache.org/jira/browse/CASSANDRA-11330, most of the system tables will work but batches are kinda special cased and uses the localpartitioner (see: https://github.com/apache/cassandra/blob/ff42012edd8651ca2567a670c2df9b3be6f51fcd/src/java/org/apache/cassandra/db/SystemKeyspace.java#L119 ) like secondary indexes but isnt caught by the 2i check to use the local partitioner.
If you want you can open a jira for this or I can later.
