I got this error once when my input file is empty.
Just make sure that your code at:
if (url != null)
{mapping.loadMapping(URLDecoder.decode (url.getPath()));}
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
Is really return a correct path.
