They don't have to be, though that would probably be a possibility.
For instance,
Someelement s = new Somelement();
s.addComment("somecomment");
would marshal to
<!-- somecomment --><someelement />
On unmarshaling, you could associate a preceding a comment with the element.
This is just an idea, I haven't thought through it. I would find it
useful when debugging/examing large amount of otherwise similar
looking XML I'm currently generating for a project.
