It's definitely a good choice to have available. It's a bit opaque, since you have to know that code is going to look there. I think more options are a good thing. But it can get complicated because then you have rules about which files or configuration has precedence.
For my own use I would prefer something more explicit than just $HOME. But in this case I would use it instead of the classpath.
