We have used Gentleware's "Poseidon for UML" and MagicDraw (current team
favorite) to generate XMI exports of our UML diagrams.  Using a
transform you can then create the requisite target XML (assuming the
information is in the UML).

   there's plenty of UML tools out there that offer a choice to have XML
   schemas generated from a UML model. In other words, pick the ones you
   like.
