Yes, you are right, they should be in those files. And the Maven JARs uploaded to the Codehaus repo (and replicated globally) have those resource file included. It's only with the regular JARS available at
http://dist.codehaus.org/castor that seem to have these problems. And I guess this is a result of a broken Ant build we are still using, which has not really been maintained properly. Can you please open a new Jira issue and I will make the required changes and push the XML JAR again ?
