I am biased, but I find 3.0M6 quite stable. Personally, I find the 'development' labeling on apache.org misleading.
It's way more solid than that. (We've had it in production for quite some time - on large internet site.) If you're starting from scratch - I would recommend 3.x There's been a lot of great work that's gone into this branch. If I'm missing something here - please feel free to set the record straight.
