I think so. If these changes break the current spec we can still implement a new parser.
Nor can one change the parser unless it maintains the same behaviour. Unless the Avalon parser spec. agrees with the CLI1 spec, one will just end up with two separate CLI implementations in one jar.
You may have several parsers in the same jar, but at least the architecture and the usage remains the same.
