Sorry, it looks like the website was inadvertently updated to 2.2 in advance of its release.
The latest release is 2.1.1, which you can get from http://www.apache.org/dyn/closer.cgi/commons/dbcp/binaries/ The KEYS have to be obtained from https://www.apache.org/dist/commons/KEYS and the sigs/hashes from https://www.apache.org/dist/commons/dbcp/binaries/ We'll try and fix the website soon.
